He didn't have an accent, he spoke in non-regional received pronunciation, meaning there was nothing that could tie him to any region. Sort of BBC English, if you will. Everyone else did have an accent though, apart from Sarek that is.

He was also the British Air Force general in Command & Conquer: Red Alert 3 and Uprising. There's nothing wrong with his accent in that, it's a standard private school educated accent.

If you ever saw the tv show Friends, the character Joe spoke with a Brooklyn accent
Its sort of hard to describe, though it is extremely distinctive. Its essentially a common accent in the North Eastern united states, created by the influx of Italian immigrants http://en.wikipedia.org/wiki/Brooklyn_accent
