Why is it the "S.C.E." but the "DTI"? Such inconsistencies seem to undermine Starfleet as an in-universe institution and Star Trek tie-in fiction as an important cultural undertaking. Is there someone I can hold responsible for this?

Punctuation rules became much more lax when the DTI was founded than they were when the S.C.E. was founded. Let it be canon from here on out.
One's an initialism and the other's an acronym. So "S.C.E" is pronounced "ess see ee", but "DTI" is pronounced "duh-tie". Or maybe the D is silent. I don't know.
It's "DTI" because I was too lazy to add the periods.

It's stuff like this that's the silver lining for the big cloud of doom Star Trek: Picard is blanketing the novelverse with. The mistakes are washed away.
