If Thawne had waited one more moth, and obviously, if it had also taken Barry Allen one more month to figure out who had killed his mother, or converselly if Rip Hunter had arrived one month earlier.
"Sigh"
15 years figuring out how to get back to the Future, climaxing in season one's final, and there's Hawkgirl in a crowd of onlookers, marvelling at the planet eating singularity opening up like it's a rainbow on a rainy day... Which means that Kendra is only probably weeks away from figuring out that she is an immortal princess when Thawne still had a pulse.
If Thawne had delayed his plans, or been slower off the mark, then Rip Hunter's time ship would have arrived before Thawne's inevitable routing, therefore if this meglomaniac was as yet undiscovered or unmasked as the Reverse Flash, then "Welles" would have been part of the discussion about attacking/saving 2166 and might have been conscripted with the rest of the legends, if he didn't try to take the ship outright at the first opportunity.
Although if Hunter knew this "final fate" for Thawne, then saving The Reverse Flash and conscripting him into this new squad of Time Masters might be a good idea if you know, you could trust Thawne not to be a dick, if Rip Hunter freejacked faux-Welles moments before he was supposed to have been sanitized from the timeline by Eddie.
Did Rip Hunter even consider asking The Man in Yellow to join his band of Legends?
