An Alternate Timeline comic, what if the Romulans were humanities first contact?

“In a world where the Romulans discovered Earth before the Vulcans, Earth is now a brutal penal colony,” said the description of the comic. “Resistance fighter William Riker has uncovered a vast conspiracy, and together with his band of prisoner outlaws (you just might recognize a few!), must fight to rescue a mysterious prisoner in the darkest level of the Romulan dungeons. Ah, so IDW is taking up the mantle of more Myriad Universe stories. And yes, I know this won't be under the Myriad Universe banner, but it's basically the same concept, alternative What If stories. Which is good, there are so many alternate scenarios one can explore in the Star Trek universe. I hope this becomes a regular thing, it's really disappointing the Myriad Universe books haven't been continued.

And I must say, shirtless Riker on a horse, pure win!

This is part of a company wide thing, so we'll probably only get more if they continue them in all of their series.

Starting with the Ghostbusters, readers will be taken to alternate realities of some of the most iconic heroes in comics with weekly one-shots that each highlight a different series. G.I. JOE will follow in the second week, exploring what would happen if COBRA finally won. The TRANSFORMERS comes next, looking at what the implications would be if OPTIMUS PRIME never died! Then, in X-Files Deviations, having been abducted by aliens, Fox Mulder never returned… and finally, the Teenage Mutant Ninja Turtles one-shot will round out the event.
 
Oh, it's gotta be Picard or Data. Data, Picard, Riker, and Worf are probably the biggest TNG characters, and the fact that we only know of two of them so far, makes me think the either the other two are either playing a secret role they don't want to advertise, or don't exist. I could see one of them not being in the story, but not both.
 
I'm hoping for an extremely confused Gary Seven.

Also that blurb for the previous Deviations event makes me really curious about that Ghostbusters one, I'll have to check that out. Vaguely reminds me of an old Mary Jean Holmes GB fic I read ages ago.
 
Just got the digital version off Comixology. I'll read it once I get through the issue of Godzilla: The Half Century War I'm reading ATM. This looks awesomely nuts.
I just saw that this is actually 49 pages, so it's twice the length of a normal comic.
EDIT: Nevermind, I just flipped through it and the actual story is only 27 pages with the other 22 are made up of behind the scenes extras and previews for IDW's other current Trek series. I also just noticed that the issue's writer Donny Cates also wrote the Geordi/Data story in Waypoint #1, so that's two crazy alternate takes on TNG that he's written.

I enjoyed it but I'm also really confused by several things.
If the Romulans made first contact and took over the Earth, how was there a Federation? How did Picard know about Starfleet and the Federation and all of that?
I noticed that Data's head has the skin the Borg Queen in First Contact, so does that mean all of this some how came out of an alternate version of FC?
It really needed a lot more of the backstory explained. It almost felt like we were given a second issue without the first one that actually explained things.
