I usually get my emulators from www.zophar.net, I've never had an issue with a virus or a trojan or what have you. The site's been around about 15 years. Direct link to their C64 page.
You could also try going directly to the author's website if you like, it's quite unlikely that the author would put a virus infected version up.
The rom itself should be harmless wherever you get it, it's believe it's only possible to put a virus into an executable file.
I think you can also find Java based emulators that you can play in your web browser, but if anything I would be more suspicious of these as web-java through banner ads is a common way that trojans are transmitted.
I don't think I can guarantee any of this is safe, however I've never had a problem.
And, as always, you must have both your own C64 computer (or at least the ROM chips out of one), and a legitimate copy of Lode Runner, in order for any of this emulation business to be legal.
I played Lode Runner on a monochrome green screen for the Apple IIe. Good times, good times. My brother picked up a copy of it several years ago....I believe it was part of collection IIRC. Still fun to play!
