I don't understand the production design...

I think you're confusing that with: "Vulcan Love Slave"... ;)

The future of Picard (PIC?) looks neither like the future of TNG nor our likely future. Frankly, it looks like a low-budget Syfy channel movie...with a bigger budget. Was this the result of network executive's note to make the future less mystifying to a new generation of viewers, or are contemporary artists less imaginative about what the distant future might look like, or.....?

(EDIT: I write this after watching the instagram trailer for the next Short Trek "Children of Mars," in which, again, we see contemporary clothing on people of the distant future, and find myself lamenting the unimaginative "human adventure" already tread.)
I guess the reason is the focus will be on non-Starfleet subject matters and the money will be spent on other things. The money maybe spent more on the alien worlds and new alien races to be seen. I don't doubt there will be Starfleet personnel and ships make an appearance but the creative nature of the series may take us to something unfamiliar. That's a good thing.
 
The entire third season of ENT was focused on one Earth ship and that was it. 80-some humans, one Vulcan and a Denobulan inside the Delphic Expanse on one mission for an entire season of 24 episodes. No glimpse back at Earth, no other Earth Starfleet ships, no other officers. And you know what? It kinda worked.

Limiting how much we see of the rest of Starfleet isn't necessarily a terrible thing IF the story arc of the season is strong enough that you don't really care about what the rest of the fleet is doing. That's what we have yet to see.
 
I think one thing that is missing is that in the old shows everything had blinking lights on them or they came in slightly off kilter shapes. Instead of a square table it's going to be round. Things like that. Even the pillows on DS9 I believe were shaped like a triangle. Blankets always looked sleek. Plus of course no brand names plastered over everything.
