Sort of - she climbed through the roof of a turbolift car which had got stuck and which had almost got to the bridge.That's a very good point. Seems like there should be emergency accesses to Deck 1. Because I can't remember any either. Ro climbed to the bridge through the turbolift shaft iirc.

I quite agree and in every other episode it seems that crew can access the rest of the ship via the farther Observation lounge door, if not the ramp to the bridge itself (as in your picture).It would be insane if the command center of the ship could only be accessed by turbolift! If the power shut down, the entire bridge crew would be trapped?

Maybe the young officer was simply a bit panicked? As the episode progresses the major issue that O'Brien & pals face is not escaping the Bridge, it's bringing the ship to safety.
