Pretty sure McKern died a short while back, but hey, you could probably get Brian Blessed to approximate him (I remember writing a TNG pitch around the idea of getting Blessed to play a Falstaff-type, figuring he was the best post-Orson kinda guy to do it, somebody intent on corrupting Wesley-as-PrinceHal, so Picard falls into the Henry IV/Gielgud role. )
I remember the graphic novel you mention, had a female agent as I recall. The trouble with THE PRISONER as a feature is kind of like the trouble with doing THE FUGITIVE, a lot of expositional ground to cover ... PLUS the huge aspect of creating a new or different environment. You're probably right about a continuation being an easier bet than a remake, since the original stories don't really lend themselves to a lot of expansion.
I remember thinking that THE GENERAL, while a weak episode, had the best potential for a feature, with the speed-learn aspect being something that could impact whole populations (making them into one global village as our fave #2 would say) massively, and would be high enough stakes for #6 to sacrifice his freedom for in order to prevent such a plan from being implemented.
But I'm sure they'll come up with something better than that. Only question I have is do we get Bale as #6 or Clive Owen? (whoever loses can play #12.) And knowing Nolan's casting preferences, Caine will have to turn up somewhere, and maybe Oldman as well.
