How many ships?

I was curious about this so I googled a bit and there is some speculation by fans that the fleet could be in the 30,000-50,000 range. I'm sure it's mostly just speculation though based on events from the Dominion War.
I keep going back to what is said at the end of Best Of Both Worlds. The implication is that the fleet was severely weakened by the battle at Wolf359 and that it would take some time to get it back up to strength. If you take that as fact, then it's hard to believe the fleet by the time of the Dominion War was 30 to 50 K.
On the other hand, I believe those numbers include all ships, even small stuff like shuttles. In that event, those numbers could be viable.
I'm googling, and I do think those numbers include everything in the Federation, even like shuttecraft, runabouts, freighters, passenger ships, and everything in between. I'm reading even for like deep space nine I all estimates I'm finding are like up to twelve hundred starfleet starships at the most, I do feel that's like the upper limits of interest at all for me.
 
I really liked that some of the Deep Space Nine ships (before they went all-CG) were really weird junky kitbashes. It was like we finally got to see the ships that did the unspectacular day-to-day work of ferrying stuff across the Federation instead of the ultra-bright flagship explorers.

Shuttles, workbees, and other such utility/auxiliary craft can be discounted (they're ten a penny and can be built with little in the way of resources, space and equipment, if VOY is to be believed). Runabouts are individual ships in their own right (they all have individual registry numbers) so if you were to count the number of them in service the number would be very high. Every Federation member would most likely have their own merchant navy as well as possibly a militia/defense force for homeworld security, which again would push the numbers of Federation ships well into the tens of thousands (there are over 150 member worlds after all). Starfleet is shown to operate its own transport and supply ships, as well as hospital and survey vessels, none of which would be deemed as active combat ships, though I suspect they would have a large number of these four types. So outwith the explorer, cruiser and frigate types of ship there is probably quite a lot of Starfleet/Federation hardware flying around that we've only just scratched the surface of.
 
I think the number of active starships (multi-role vessels equivalent to modern warships and carriers) is probably relatively low, perhaps in the hundreds in the "core systems" outside of wartime (with most of them out on the frontier), with the rest of the "home fleet" made up of single-purpose and minor vessels like transports, runabouts and cargo haulers.

I also think that "the fleet" referred to in "Bes tof Both Worlds" would be the Sol System's "home fleet"* (equivalent of the US First Fleet) rather than Starfleet's entire formation.

* Possibly known as "Terrestrial Defense Division" (mentioned on an okudagram in "Conspiracy").
