I'm thinking Renee Picard actually isn't supposed to go, that some of our heroes memories are bit wonky because of the time in the Confederation timeline. If she goes, then the Confederation timeline wins out.
Picard mentioned Renée as an important figure in the exploration of the solar system in the SFA speech in The Star Gazer, before the timeline was altered.

Forcing someone to go through something she may not honestly feel ready for seems kind of the opposite of any sort of humane society. I'm wondering if Picard forcing her into the flight in fact causes the evil future rather than prevents it.

Maybe I missed something, but as I understood it, our heroes contemplated simply knocking her out (i.e. giving her a mild sedative or something) until the start of the mission, so she wouldn't be deterred from going. However, she is expected to go to the gala, and it would raise all sorts of questions if she didn't. They don't have a choice but to let her go.
