Actually, as we found out in Flesh and Blood, Kathryn got through from day to day by selling replicatiors to any one who had provisions or passport she needed to keep her ship running and on course.
A deeply deeply criminal act if we believe season one Janeway condemning Seska for doing exacting the same thing.
I think this was actually brought up in "The Void"? Janeway makes the offhand statement that they gave replicators as aid (I don't think they sold 'em?) when she's talking to Chakotay and Tuvok.
I think "Flesh and Blood" is the episode where they made Janeway apologize to me for 80 straight minutes for the ending of "The Killing Game." Which is fine. She kind of owed me that apology. People like to go on and on about Janeway's bajillion inconsistencies, but there are only three moments that
really strike me as OOC throughout the series: 1) That line from "The Void," since, yes, that is exactly what they got mad at Seska for, 2) "Random Thoughts," when Janeway talks like she's going to allow those aliens to fry B'Elanna's brain (an in-character Janeway would never allow that,
ever) and 3) The end of "Killing Game," which they thankfully tried to rectify with "Flesh and Blood" so that I would stop foaming at the mouth.
I disagree with her at times, but those are the moments where she's straight-up OOC, in my opinion.
Also, I shall heretofore refer to myself as a big pattern enhancer when I am being a jerk.
