How does one respect Deanna Troi after watching S4: E10 “The Loss”?

Though Deanna does say that Betazoids only develop their abilities during puberty, at least normally (Tam Elbrun being an exception). So they have SOME frame of reference to fall back on. But yes, losing a sense she's had her entire adult life is certain to be jarring and frightening.

I had an incident a couple of years back where my eyesight went extremely blurred and that was scary enough. But really, what I had was Troi's empathy versus regular Betazoid telepathy... and then she went fully blind.

Really the only time I ever found Deanna really cool was in Nemesis where she became a badass with her telepathy? Why didn't she use her powers more like this during TNG?

I don't think Deanna was that bad in Disaster. Yeah the part where O'Brien and Ro explain the situation to her and she clearly looks like she doesn't quite understand it and seems like she's in over her head is awkward.
But to mitigate that a bit; since there was a command-track bridge officer present Troi had not expected to be suddenly put in charge, especially not during a huge crisis (this situation would startle most people at first) and as a healthcare specialist all that technical stuff O'Brien and Ro throw at her is not her field of expertise.

And then, once Troi had acclimatised she showed herself to be a pretty capable leader; she was willing to listen, but also ready to make decisions and stuck to them, even as Ro tried to undermine her. And whenever she was outside of her skillset she delegated and showed trust in those below her in the chain-of-command.

Really, given the circumstances, Troi in disaster is worthy of respect!
If only that episode had led to Thine own Self and Troi changing into a uniform right away (like, a couple of episodes later) then we would have had a nice arc.

The sooner Troi puts on a uniform, at least on the bridge, the better.

They should just have added pants and regular shoes to that skant she was wearing in the pilot (turning into a tunic) and have her wear that in season 1, then the whole crap with the civilian working clothes would have never come up in the first place.
Then in season 3, when they changed the uniforms they could have ditched the tunic and put her into a regular uniform.
