Actually, it did both. A good rule of thumb is, the closer something is to the camera, the more likely it's a model, and vice versa. This all started with "In Puragatory's Shadow" - in fact, you might notice the CGI Dominion warships there don't look much like the later model ships seen docking at DS9 at the close of the season.
I think they were leaning pretty heavily towards full CGI by the end of S7, but I don't remember. And frankly, if the Fire Caves were high budget, they didn't show.
