How do people move faster than my 9.97 warp ship?

I see people flying past me through sector space in STO. Yet I have a 9.97 warp singularity core.

I've seen on forums all these people talking about warp 12 or warp 13, but I can't find any vendor that sells anything above 9.97.

How do I get a way faster singularity core?

Fleet Starbases for example, I believe?
Also at some point you unlock a temporary Transwarp Boost which maxes out at Warp 20 or so. It’s usually enough to last through an entire sector then goes on cooldown.

Transwarp in STO can take you to Warp 30.

Oh yes I am aware of slipstream travel. I meant just the normal warp drive. I see people going way faster than me in normal warp even though I have warp 9.97 engines. I mean STO warp works on a linear increasing warp value, so warp 8 is twice as fast 4. So these people would be going at least warp 15 it looks like. Yet I can't find any engines that say they go above 9.97.

Geez that one is even faster. Is that available for Romulan Scimitar?

I notice is says they are impulse engines. So does that mean once it is equipped, and I have a warp 9.97 singularity drive, they then boost that value to 14 and make the warp core go quicker?
