The term "Starship class" doesn't make a ton of sense, anyway. The Enterprise is Constitution class, everyone knows that. (Picard even said so in "Relics".) Besides, "Starship class" would mean there'd have to be a vessel called USS Starship.
What I'm sure the plaque meant to say is Starship TYPE, not class.

If someone can link Garth of Izars uniform it looks eerily similar to the DSC uniforms with the silver braiding and dark blue, and he was a fleet captain who possibly kept his old uniform?
Ah yes, the Galactic High Commissioner uniforms. 
Had to be a few officers who balked at the uniform change "not putting on that goddamn yellow jumper"

I do think that the show would be much better if it was exactly the same except all of Starfleet wore capes.
