That's because the ability to peel potatoes is seen as vital to 24th century medical science.

Either that or Chakotay has got a potato for a head.

And its possible that the second theory above is actually the reason for the first theory above.
 
Wouldn't be the first time they did something like this. Wasn't Geordi's VISOR made from a hair clip worn by Mike Okuda's wife or something? And the Echo Papa 607 was a shampoo bottle.

Not to mention Dr. McCoy's salt and pepper shakers.
 
I believe this was covered in the Star Trek: Aliens & Artifacts book put out a number of years ago. They discussed many of the slightly-modified off-the-shelf products they turned into props. They gave step-by-step instructions for creating a dermal regenerator from a hairbrush and the away team lights from a wrist brace and flashlight.

It's very common for props to be straight off the shelf items, or slightly modified. Here are a few more examples
 
Good ol' Commander Potatohead. Remember that great episode where everyone took turns swapping his facial features around? Good times.
 
It looks like they used this prop a number of times. I noticed it today when I watched the Season 4 episode Revulsion. Paris has to use it to heal a cut on Seven's hand.

My parents had a set of glasses that were identical to a set used on DS9 in later seasons. Completely unmodified, strangely. Always made me laugh.
