Then all they need to do is make all the episodes in 2017 twice as long and we won't have lost anything.
They're actually very different.
The Radio times has a (partial) Guest Cast list for 'Hell Bent' with some interesting names :
The President: Donald Sumpter (Another GOT veteran.)

So, by The President I guess we can assume Gallifrey has a new Lord President?
And looking over the full cast posted on Radio Times, I find it odd they left Jenna Coleman out given DWM has already confirmed she's in it.

Shouldn't it be Timothy Dalton, given that Gallifrey's frozen in an instant in time? Of course, he could've been hurt by John Simm's Master and had to regnerate.

If the Master was able to regenerate and escape, we can assume Rassilon was able to die or regenerate.
Although if this President is just a regenerated Rassilon, he should be played by Pierce Brosnan.
indeed!Moffat rewrote events in DOTD so it wasn't all the Time Lords who were evil, so probably right.
Then again it looks like they've regenerated Claire Bloom, so you never know.

Its sad that we simply can't simply have Timothy Dalton returning for the part. How awesome would it have been to have Capaldi and Dalton spare verbally.
The general in Day of the Doctor mentioned that Rassilon's plans had already failed, so it's entirely possible that he was seen for the nutjob he was and overthrown; perhaps sent back to his eternal slumber.
I don't know how "frozen" Gallifrey is after all, since they can open cracks at will & send out regeneration energy.
That would be cool! But, sadly, very unlikely. They passed up on an even cooler opportunity to bring William Russell back for one of the episodes set in Coal Hill School.

Taking another look over the Radio Times guest list, I noticed there's a listing for a "Female General." So either we're seeing other officers from Gallifrey's senior military command, or perhaps the General is going to regenerate?
What if the Clara that assisted the first doctor on Gallifrey is the lord president?
