That's a poor comparison. Seven was a fully grown woman. Kes was an alien elf child
Mentally, Seven might as well have been a child. She was not fully grown in the maturity sense.
Especially since he got a reprimand for not restraining himself that, according to Chakotay, would go on his permanent record and impact future promotions...more so than already.
Was Kes though? Her species have short life spans but live a full life. While young and naive, I'm not sure she can be called a child simply based on her age. I assume by Ocampan standards she's an adult
You know, if Harry had just been honest about his feelings for Tom, it might have ended up being the only successful relationship he would have had during the run of the show.
Like Harry had a chance against a fiery Klingon engineer.
Harry/Tom didn't go anywhere for the same reason that Harry Potter/Ron Weasley didn't go anywhere: the two participants simply had no same-sex attraction*. Ditto with O'Brien/Bashir, which was why Keiko encouraged the friendship in "Accession".

Remember that Harry Potter's only meaningful romance was with a character who was basically his best mate without the Y chromosome.
I can see a Starfleet CO reviewing personnel records of various candidates for a posting on their ship. "Seven years as an ensign? And a formal reprimand to boot? Forget it."
Obviously she was. As (in an alternate timeline) Harry came to understand firsthand. Ocampa simply gain physical and emotional maturity at a highly accelerated rate. And, Seven followed a similar path. She might not have been ready for a relationship mere weeks after her removal from the collective, but a few years would have been another story.
His garage is full of boxes containing the book. He gives them out at personal appearances at local schools. Most used books stores refuse to take them.
