Harry in Command in Futures End

More than likely the writers thought they had killed him off, when they realised they hadn't they had to bring him back for one last episode to correct this grave oversight.

In-universe, they probably accidentally left him in a transporter buffer diagnostic cycle for 5 years.

All part of Janeway's sadism, giving him a taste of command of what he could one day achieve, but never giving him the promotion he'd need to claim it.

Janeway: So, let's see, Ensign.... you were left in command for about 2 days. During that time, you allowed the local pre-warp population to see our ship -that's one PD violation for you-, you allowed a thief to steal about a fifth of our database containing a lot of sensitive information and the EMH, you let Braxton beam away from one of our secured locations on the ship as if there were no force fields in place, you nearly allowed for the destruction of Earth in the 29th century and put me into such a position at the end that I had to launch those torpedoes manually with risk to my own life.... and worst of all, you allowed Neelix and Kes to watch these 'soaps', giving them fuel for many more years of inane B-plots. I fear the only way to prevent them from acting them out is to get at least one of them off the ship at some point in the not-too-distant future. I think there was still more but I don't even have the time to list it all, and all that in just two days .... <dirty smirk on her face> My, my. mr. Kim, this isn't going to look nice on your command ability evaluation form, not nice at all..

I had to deal with unknown technology 5 centuries more advanced than anything we've got! And you chose to launch those torpedoes yourself when you could've just as well sent another crewman to do that! And ...
Janeway: Stop making excuses for your incompetence, Ensign. If I can beat the Borg collective every other week, why can't you beat even a single 20th century barbarian with some fancy toys?

And that I'm very familiar with poker.

I learnt cards from my dad who won British and European tournaments in the 90s. I'm still useless at it though and not brave enough. This makes me think of a Star Trek themed card deck or card game based on poker. Does anything like that already exist?
 
Besides that, she wasn't a bridge officer. This was mentioned by Tom in "DISPLACED" when he orders her on her feet and says, "I'm a bridge officer and I have seniority."

Plus, she technically couldn't but Harry could... she never finished the Academy.

She did have a higher field commission though. It's much the same as the crew of the Valiant, none of them finished the Academy but they had field commissions and followed the hierarchy.

It boils down to Janeway's relationship with the two of them. With Torres it was a meeting of the minds and a shared appreciation of science and engineering, but with Kim she saw the potential in him (why else have a brand spanking new ensign as your Chief Ops Officer?) so she gave him the opportunity for commanding what should've been a milk run.
 
You know, VOYAGER had no blue uniform organic senior officers. The Doctor, yes, but he was a hologram. The rest were an even split of gold and red, 3 each.
:wtf:I never really noticed that, they must have all been wiped out during the Caretaker incident and none of the Maquis were qualified enough in those areas. Arguably, that creates an imbalance in the advice Janeway would get from her senior officers, wouldn't it?
 
Wildman was a blue-uniformed lieutenant, should have been in senior officer briefings instead of Paris (who just flew the ship)
 
Geordi just 'flew the ship' in TNG season 1, and was a Lt. j.g. and was considered a senior officer. He's been in command of the ship at least twice during that season..."Angel One" and "The Arsenal of Freedom".

Bridge officer trumps a lot of things in the chain, it seems.
 
It seemed that both Gerodi and Worf were on some sort of fast-track command training program (like Tilly in Disco season 2).

I suspect that Janeway, being from a science background, would like like any challenge to her authority in an area she considered herself to be beyond reproach
 
Seems strange that, after seeing such potential in Harry, and after he repeatedly demonstrated proficiency (in addition to being a model officer, he helped design the Delta Flyer and 7's astrometrics lab) Janeway subsequently chose to demolish his career by not promoting him.

I have a TWoK-themed deck of cards. I don't remember how long I've had it - probably at least 30 years. It's still mint in the packaging.

Actually, like Harry, she never made it past ensign. And unless she was either in his academy class or a crewman who was mustanged at some point, she was probably senior to him.

There were undoubtedly people who should have been at the senior officers meeting and weren't. I can't tell who they were because I can't find an "Easter eggs deleted" list of Voyager personnel. All the ones I find, I have to sift through crap like "Commander Rick Berman".
