Not even kitchen appliances? My oven and microwave only have 24 hour clocks, which I prefer anyway. The only 12 hour clocks in the house are the analogue ones.

Nope. Americans don't typically use 24 hour clocks unless they're in the military.

16:00 would be spoken as sixteen hundred
16:30 would be spoken as sixteen-thirty

In essence all it means is the hour and no minutes past the hour

Perhaps becasue 16:00 looks like 1600 which some pronounce as sixteen hundred (whilst others would pronounce as one thousand six hundred). Of course it varies but you might use the 12 hour clock in speach i.e it's five-twenty. Unless you need to specfic when you might say seventeen-twenty. Sure you could say AM or PM to make it clear but written down depending on ones handwritting 5:30 PM could be mistaken for 5:30AM if it's written as 17:30 there is no confusion.

It's probably easier to understand during things like radio communication, especially when you take morning times into account like 0900 hours.
