On the Memory Beta site, it's stated that Tom Paris was born in 2346.
The birthday is my invention. I simply used the actor's birthday when I was constructing a Voyager birthday page on the Kes Website. I did that for the characters who didn't have an "official" birthday or when there were no event linked to the characters birthdays.
