GURPS Prime Directive Klingon source book

Has anyone read this book? Would it be useful to use in a rpg campaign run in the TOS prime time line? Is much of it non canon? Looking for source material to run my own Klingon rpg campaign setting.

Yes, I have it. However, I haven't read it in-depth like I did the Fed PD source book.

For those that don't know, these books are set in the Star Fleet Battles universe by Amarillo Design Bureau (ADB), which is based on TOS/TAS and the Franz Joseph tech manual. They invented a ton of new material to add to that baseline. True, it is all "non-canon", but it is very internally consistent, in some ways more than Trek is itself.
 
As noted above, Prime Directive Klingons is written with the Star Fleet Universe - and with the Prime Directive core book (for whichever game system one is using) - in mind, and would be best evaluated in those terms.

So far as the book itself goes, it details the history of the Klingon species (who, in the SFU, always looked like they do in TOS), the organizational structure of the Empire, the key Klingon colonies, a number of the most prominent Klingon subject species (all of which were created for use in the SFU), a look at Klingon military organization, and so forth.

Much of the Empire's organization is based on the map used for the strategic-level board game Federation and Empire. (This is how much space the F&E map covers on a galactic scale.) The Klingon home world, along with several other major and minor industrial planets, pls their respective fortifications, are located in F&E hex 1411; other key planets are marked elsewhere in Klingon space, to include a couple of the more prominent subject species home worlds; while the various battle stations and starbases which anchor Klingon naval operations are also indicated.

Actually, for someone interested in the Klingon Deep Space Fleet (the Klingon "navy" in SFU terms), the Klingon Master Starship Book for Star Fleet Battles compiles a set of background entries for four design generations' worth of Klingon warships, which in GURPS Prime Directive terms run from Tech Level 10 through to TL 13. (Note that the GPD Tech Level tree is distinct from that use in other GURPS-supported universes.)

There is one caveat I might add, however, concerning the background data provided for the Vudar, a reptilian subject species with a high degree of radiation tolerance located close to the Galactic Rim. There are two proposed versions of modern Vudar history: one, the "high Vudar" option, states that the Vudar Enclave succeeded at one point in gaining full independence from the Klingon Empire; the other, the "low Vudar" option, has the Vudar remain a Klingon satrapy, with more autonomy than other Klingon subjects (and the right to use ships of their own design), yet never quite pushing their luck to the point of inviting Klingon retribution. The "high Vudar" option, which was used in-universe as a propaganda tool, is the one outlined in Prime Directive Klingons; yet the "low Vudar" option is perhaps closer to the historical truth.
