Grudge is a Queen. Or more precisely, the Queen of a hyper-advanced race that use their fluffiness to lull unsuspecting bipedal species into servitude.
S4E11 ends with Grudge casually sauntering onto the bridge and letting out a deafening meow over the comm. As Burnham turns to Grudge with a WTF? look, the DMA appears. Grudge terrifies Burnham with a smile to rival Phlox before a vast armada of feline-controlled ships pour out of the DMA.
This would explain why Book's homeworld was targeted, for as we all know - cats will be complete jerks for their own amusement.
