It's probably some kind of casual Starfleet uniform. I tend to agree, there's no way Marcus would wear anything but a Starfleet uni.

Agreed, especially when the Vengeance uniform Marcus wore had his admiral rank stripes on them, I think they must be Section 31 uniforms.

Or with the differences between officer, cadet and enlisted or "the other ranks" a bit too class conscious in a classless society.
