Greg Hemphill as Scotty?

Iam very unsure. He is almost way too ,,comedian look´´ or over the top to be taken seriously.

Well, he's obviously playing it for exaggeration in the video clip there; I don't think it's necessarily indicative of the way he might play the part of Scotty. It certainly wouldn't be the first time someone known for comedy had played a serious role, though -- not even in Star Trek.

At least he's familiar with the material! Here he is as the Captain in this skit:

Am I supposed to be able to understand anything there's saying there, or is it just me?

I think the Scots may be very self-aware of how some there can lay on the accents thick. So they're putting it on quite a bit.
Some of the jokes are only suited for Scots. At one point in there he says " Set phasers to malky(sp?)" and I think a malky is some sort of homemade street-fighting weapon with razor blades stuck into a belt or something.

Malky mainly means to do some GBH (grievous bodily harm) but it originates from a rhyming slang of Malcolm Fraser = Razor, and originally referred to using a cut-throat razor, or razor blades inserted in a bat or belt, on somebody. I.e. to malky someone or give him a malky was to slash him with a razor.

A homemade weapon such as a stick with razors in it (used to malky) is called a chib (deriving no doubt from shiv)
