Oh, they did have a ceremony all right - but Elizabeth Lense explicitly said she was so nervous about her own speech that she never paid attention to whatever speech Bashir might have made.
Supposedly the courses were fairly large and/or distributed so that Bashir and Lense never came to contact during their studies. This might lend credibility to the idea that medics and other such specialists do very little of their training at the joint San Francisco facilities...
It is also possible that Bashir deliberately kept a low profile, wanting to graduate with high marks to get the job he dreamed of, but not wanting to make friends with people who might expose him for what he was.
