I consider this categorisation overly simplistic. There are things about all five series I liked, there are things about all five series I disliked.
However, I would agree the best series were the first three, and the last two weren't as good. While this is not an uncommon position, there are many other popular combinations.
Again, curiously, I am in agreement. INS was the best of the TNG movies, but that's damning it with faint praise - none of them, including INS, were particularly good, and that's judging them by the standards of the TOS movies.
I thought that insurection was the only TNG movie that felt right The characters were themselves, and the story was spot on. The only thing that ruined it for me was the forced humor.
First contact, to me, was Die Hard in space.
For me Voyager was the poorest of the modern trek shows.
I like all movies and series, but I don't like everything in them, if that makes sense, like the Prophets in DS9, or the already mentioned forced humour in INS.
But I even enjoy TFF and I love ENT, for all its flaws.
Some of it may be bad storytelling (like Spock's Brain or the guy in the big dress and the psychotic kids), but it's all good entertainment!
Each series has episodes that make me cringe and maybe I'd not bother watching them if they were on TV, however there isn't a single Trek series I wouldn't bother to watch any of.
My favourite is TOS, my least favourite is season 3 of ENT (though I generally enjoy the rest of ENT).
Of the Trek movies, the only one I really don't like is INS. Personally, I think NEM and TFF are under-rated.
