Isn't that a scene from the DS9 episode?
That's not from a 1960s TOS episode, bu rather from "Trials and Tribblelations", a Deep Space None" episode having the Defiant time travel to the events of "The Trouble with Tribbles". Minor liberties were taken here and there.
So,pretty much all the main characters.It may not be written on the pipes, but for every Starfleet crewmember with a stalled career, it might as well be written on their foreheads.
Thinking more of "stalled careers". Sulu moved up to captain and Spock became an Ambassador, but the rest pretty much keep the jobs they had. The ENT crew is similar.The first part, yes. "Does nothing"? Hardly.
Though never going on away teams or having any exciting adventures might be better than dying like/as a redshirt.
