That's not from TOS, it's from Deep Space Nine: "Trials and Tribble-ations." If you search for GNDN in TOS, it's the only photo that ever comes up, and it's not even from TOS.
Isn't that a scene from the DS9 episode?

That's not from a 1960s TOS episode, bu rather from "Trials and Tribblelations", a Deep Space None" episode having the Defiant time travel to the events of "The Trouble with Tribbles". Minor liberties were taken here and there.

It may not be written on the pipes, but for every Starfleet crewmember with a stalled career, it might as well be written on their foreheads.

Thinking more of "stalled careers". Sulu moved up to captain and Spock became an Ambassador, but the rest pretty much keep the jobs they had. The ENT crew is similar.
