So Harry not getting a promotion is not that unusual. And what's even the big deal? Harry was a department head, bridge officer, was part of conferences and a valued officer, a higher rank would have changed nothing about that. He's not getting paid, there's no getting kicked out of starfleet because of a lack of promotions, so what does it matter?
Because it's inconsistent and more importantly, makes no damn sense. An ensign with time in grade of 7 years is unusual, even in the Federation. He's a department head, which usually goes to a lieutenant j.g., if not a full lieutenant. It's not a matter of pay but recognition for time put in. And when Harry makes these exact comments he is told "Don't think more highly of yourself than you ought." And it sounds too much like "Don't talk back to your betters."
 
One of the dumbest things Janeway says is when Harry says that if they were home, he'd be a lieutenant and maybe a LCDR. She says: "you're pretty sure of yourself". Like she actually thinks an officer of his competence should expect to be stuck at the lowest rank for 7 years, when they're not marooned in the Delta Quadrant.

If anything, Harry was being conservative. Consider that in an alternate timeline, he was up for JG in 8 months. If he maintained that pace, he'd probably be at least a LCDR, and I wouldn't even say full CDR is impossible.

True. By the revised timeline (which was admittedly a bad idea, but it's canon), Riker was 29 when he was offered command of the USS Drake. I expect if he'd taken it, he'd have been an admiral by the time he was 45.

The Janeway that we knew and loved aided and encouraged her people. The Janeway in that scene accused and denigrated one of hers.
 
Let me rephrase, then. I've never seen anyone who was able to effectively justify or defend the action, either in-universe or IRL. True, I've seen people try, but their arguments are pretty easy to squash.

After Janeway murdered Tuvix, she got a mild taste for it and decided to murder Harry's career.

Unfortunately, there's no explicit canonical evidence that this was the case, and plenty that it was not ("Twisted", "The Disease"). While I do believe that there was a vendetta in place, I think that it was out of universe, not in.

And finally, since capriciously ruining the career of a dedicated and capable officer is a deplorable and unjustifiable act, that doesn't constitute a justification anyway.

We kind of... saw Tuvix's death happen. Though a "Parallels" type storyline that explores an alternate reality where Janeway decided to spare Tuvix would be interesting. I know there are at least two fanfiction stories on this site that explore the possibility (they're both by me). Having Janeway admit that she killed a guy in the past might be a bit too heavy for "Prodigy", but if the character returns in "Legacy", could happen.

Harry is a much simpler matter, and could have been sorted out with a quick cameo on LD, PRO, or PIC. They chased down an actress who hadn't been active in over a quarter century, so I don't think Garrett would have been difficult.
 
Did you know that Harry Kim got so p*ssed off at being a perpetual ensign and never getting promoted that he joined Section 31? :shrug:

Given that his career was destroyed by an unjustified vendetta carried out by his commanding officer and condoned by Starfleet, I don't blame him a bit. Maybe he and William Boimler can do some ops together. ;)

NGL, I'd get a nice kick out of seeing the irrepressibly optimistic Harry Kim become a S31 agent.

Of course, "Timeless" showed that Harry has some 'potential' for darkness if you push the right buttons.
