Garak seems gay to me. His love dor Bashir is the most convincing love in DS9 imo. I think TPTB realised that too, which is why they cut way back on the Garak/Bashir scenes.
Pairing up this seemingly gay guy with a woman 30+ years younger, just seemed way too random to me, but then a lot of ST romances seem random to me. I always seem to be rooting for the wrong people to be togather compared to the ones the series wants me to be rooting for.
I can believe Garak had a parental, platonic love for Ziyal, much as Kira did.
