I just had a thought and I decided to share also here...
Now that we know that Romulan homeworld has been destroyed by Hobus supernova event (ST 2009, ST:Countdown), and thus is not around in 27th-28th centrury (from where pressumably the future guy, giving orders to Silik is from) it allstarts to make some sense.
Romulans may be trying to use temporal technology to alter events in such a fashion, that Hobus incident would be avoided, BUT the timeline would not be altered significantly up until that point.
This may be reason why the manipulation was rather subtle, and the FG didn;t want Archer dead /Enterprise destroyed, or mess in any other drastic way with the timeline (e.g. giving Romulans a decisive advantages or crippling their opponents).
It is possible, that without the Federation, there would be no Red matter and no way to stop the Hobus event...
The Federation / Temporal fleet (Daniels) of course opposes this for two reasons:
1.) Temporal prime directive
but most importantly
2.) Destruction of Romulan homeworld appears to lead to significantly strenghtened position of Federation as the No.1 superpower of AQ (it seems in all future hints we've got, that the Federation by far is the strongest player - AGT/Endgame, and their only reasonable opposition are Klingons, who are not that powerful anymore...)
