I think that was an "Enterprise" thing, which makes it suspect for me in the first place... but I think they were trying to set up the TOS world... didn't the shunning of Vulcans with telepathic abilities end, or start to end, because of those Enterprise events? Somehow I thought that between Enterprise and TOS, the melding Vulcans came to dominate in number and in influence.
