Saw this at San Diego Comic Con this year. Boy something about that top date rings a bell. Guess we'll know on Sept. 13, 2009 what it is.

At a guess I'd say its something to so with space 1999.
Edit:
Info would add up, a myspace page explaining how the moon is vital for earth, nuclear waste management e.t.c
And the original "accident" that starts space 1999 was on.... September 13th 1999
