I just recieved Full Circle and so far so good. Where does this fall in the time line compared to the last events in Destiny and and a Singular Destiny?

Before, during, and just a little after. Seriously. It spans a huge range of time, covering from where Christie Golden's books left off and catching Voyager up to the Destiny timeframe.
Memory Beta says: FC spans from 2378 to 2381. Destiny is set in 2381. ASD is set in April-May of 2381. Enemy of My Enemy (the last VOY novel) was set in 2378.

Most of Full Circle falls in two timeframes: fall 2378, a couple of months after Spirit Walk, and April-May 2381, roughly contemporaneous with A Singular Destiny. It has various chapters or flashback scenes set in the interim, mainly around the time of Janeway's death and its aftermath (June 2380 and thereafter) and during Destiny (February 2381).
