Some people compared her to a Strider\Ranger class scout of the TOS era, and there's a distinct resemblance. Honestly, though, there are only so many way to skin a cat when it comes to starship design, so most ships that stick to the saucer & two nacelles look similar.

The "tugs" in non-cannon Trek remind me more of the Integrated Tug-Barges on the Great Lakes: essentially they are complete ships and are more freighters in their own right than "tugs" in other senses. They just happen to be able to detach from their barges if needs be.
I'll defiantly include the Cerritos, though. It is pretty much designed as a 24th century version of the Miranda class, which I am quite fond of in the first place.
