The Lensman said, "Give that actor a second chance!" He decreed that even the smallest part, with the least lines, could go on to great things - a spin-off show or an exciting future in extrasolar botany or some such. All the character needed was a name, and the fewest number of lines to remember in that week's script, so we said, "If Teal'c could be a private eye, then Lt. Bob could star in The Redshirt Files, by golly!"
