Well, the cover image was created by Doug Drexler. It's actually part of a translight (a backdrop representing the view out a set window) created for Enterprise. You can see the full image, and read more about translights, here:

According to the comments (#26), Doug intended the shape of the buildings to suggest "hooded Vulcan priests," and any similarity to anything from Star Wars is coincidental.

I can't wait to read this book. Margaret Wander Bonanno's Strangers from the Sky is still very special to me, as it is the first Trek book I ever read and also the first book I ever read in English, with a dictionary in hand. ... and this new book is about Saavik! I think I'll go preorder now.
