Wouldn't all possible Klingon governments be subject to such scrutiny? Any Chancellor or Emperor probably has to keep constant vigil against his enemies and friends.
Yet there must be some sort of safeguards to protect the Great Leader from constant dueling challenges. If such safeguards could keep the fat K'Mpec in power, they could keep the young Toral there, too.
That is, as far as dueling is concerned. In terms of politics, it seems that powerful Houses working their influence in the shadows are the dominant force, or were in K'Mpec's time. What is done on the open fori is less important. And if the Sisters take care of the negotiations with the Houses, Toral can probably blurt out the most idiotic things at the Great Hall or in the Council Chambers and get away with it.
Still, the boy will probably soon become a liability for the Sisters. Unless he grows up to be another Alexander. (The Great, I mean, not Rodzhenko!)
