Good points, I will admit. So there are ways that Ishka could make, acquire, or replicate a dress. However, almost singlehandedly transform a hyper-capitalist misogynist society into Federation 2.0 overnight? There I have my doubts.
 
Having the ear of the Grand Nagus probably didn't hurt in that regard. :) But yes, we are decidedly presented with a simplistic and probably unrealistically accelerated chain of events.

It's like saying Susan B. Anthony could have gotten women the vote in 1866 by going up to Washington and buffing President Johnson.

It actually took 40 years of hard work by her, and when she died in 1906, 14 more years by her followers. And that was just to get women the right to vote and hold political office.

A lot of individual states granted women the right to vote far in advance of the 19th Amendment.

New Jersey granted the vote to women as early as 1789, if they were unmarried or widowed and met the property qualification. (Married women then could not own property, so they could not meet the property qualification to vote...)
