What if the Federation was not founded by Earth and Humanity but controlled entirely by aliens. This would shift the power structure and hierarchy to that of simply including Earth and Humanity in it's mission to explore the universe and give a show's series a better perspective on itself and it's place in the universe.
I've always had a sneaking suspicion of the Vulcans as being the telepathic source of all aliens anyway. Klingons being our mirror image and just another form of Humanity. Cosmic thoughts?

In the Star Trek: Myriad Universes novel the story “A Less Perfect Union” has United Earth and its Colonial Commonwealth as competitor to the Interstellar Coalition. But then, they start to negotiate Earth’s admittance to this union at the Babel conference...

In “The Tears of Eridanus”, where Vulcan couldn’t reform due to lack of Surak, Earth is just another junior member of the Andorian-dominated Interstellar Union.
 
In my headcanon even though humans are the original founders, many other races have had equal influence on Federation principles. Just in the show it's hard to show that because all the characters are played by humans.
 
This is an instance when ENT actually is of benefit, with the levels of hostility among some of the original founding members of the Federation, even after coming together against the Romulans, there would be a great deal of distrust and disagreement between the likes of the Andorians, Tellarite and Vulcans for where to situate the centres of power for both the government and military command. Earth, being still new and not on such bad terms with the other members, would be something of a compromise that wouldn't raise such strong objections, which is why the planet houses both the Federation Council Buildings and Starfleet Command. That is about as far as the human 'control' of both goes.

Since we've only seen a tiny fraction of both organisations we can't say that humans control everything (two of three Presidents we've seen have been alien), just that on the few ships we've seen a lot of have Captain's who are subconsciously prejudice and only take on human crewmembers, there are ships with all Vulcan crews whilst there may be ships out there where only 4 out of four hundred onboard are human (also lets not forget the number of human-looking aliens). Earth and Humanity are a minority in the Federation and Starfleet, its just a shame that the PTB seem to think we can't accept non-human characters, even when they are often the most interesting and enjoyable to watch.
