I think that the Federation would have had privateers during the Dominion War. If for anything else just to give the Dominion someone else to shoot at. Any way, here's 2 of my ships... enjoy.

Well technically there are Pirates in Star Trek but there mostly Orion Pirates plus your Romulan ship one has kinda been done by Forbin here using the Miranda Class Hull and making it kinda look like that version of the Romulan Bird of Prey its his Peregrine Class ship :)
 
I'd rather he make a bit of an effort on the art since this is technically an art forum. If you're spending an hour making up the specs and 2 minutes cutting and pasting other peoples ships to make the art, you've got your ratios wrong. Feel free to post tech specs and ideas elsewhere on the boards where they will be properly received, but if you come here you need to significantly up your game.
 
You do a fair bit of posting and kitbashing for someone without a PC of their own. I have a couple of suggestions however. You could post in the Trek Tech forum where they'll happily discuss your specs and not care a fig about the quality of your cut & pastes. The more exciting option is to spend your time making one good ship instead of 20 or 30 poor ones.

Google Sketchup is the easiest 3D program around, its free and there's a ton of tutorials out there for it. There are people here and in other forums who can advise and help you with it, and you'll be able to make your own ships from scratch. Its ultimately far more rewarding than mirroring thumbnails of battleships. Go for it, its worth it.
 
I'd go more with old TOS/TMP vessels that are assigned to post-Dominion War/post-Caeliar refugee transport. Or the occasional mission for Starfleet Security with a certain margin of plausible deniability, ("the left hand didn't know what the right hand was doing") if things go wrong and they're caught red-handed by the F.N.S. (Federation News Service).

Ships like old Orion "Wanderer-Class" vessels dispatched on assignments too big for Peregrine-Class couriers that have been somehow confiscated and / or disabled by Starfleet authorities over the years. Museum fleet to the rescue!

Pirates appointed to the Merchant Marines that are (more or less) "tolerated" and closely watched as there's so few free hands (civilian or otherwise) to help out after everything.

Perhaps old Huron-Class robot-freighters with TNG-era refurbished interiors and modestly upgraded defensive armaments, shields, etc.

or, failing that, newer TNG-era runabouts/freighters with appropriately-reduced tactical profiles and ~sufficient~ but not flashy levels of armaments, speed and shields.

Or a refit Connestoga-Class explorer with improved cargo room for shielded/concealed Quantum torpedo cache or Starfleet "Elite Force" style assault away teams or both.
