I thought about that actually. And I meant to do that, but forgot to until I was pretty far through the inking and then i decided to leave it off. As I was thinking about his backstory, it was clear to me that he holds no actual place in Starfleet anymore, since he is officially dead, at least on paper. Plus I don't recall Captain America having actual Captain markings on his costume (though there well may have been on an earlier version I'm not familiar with.) I guess maybe the way the "A" on his forehead is sometimes drawn very blocky could suggest Captain's bars but I'm not so sure.
