So, the news just took it on this guy's word that this jar of crap fell out of the sky?

Because here's the thing it's a few miles of distance between the ground and the altitude commercial jet-liners fly at and there's wind and sometimes a jet stream between here and there to say nothing of the momentum from the jet (several hundred miles an hour.) And we're really to believe it fell neatly into his little mason jar and collected in such a manner?

There's a lot of sky between the ground and those planes. I doubt they're dumping out anything of substance. What they did (or may have done) in the 40s and 50s irrelevant considering they did a lot of stupid things back then including just setting off nuclear bombs and irradiating places for the hell of it.

Could that still be happening? Sure.

But, somehow, I think we'll manage.

The news did point out a very good point that there are no reports of barium poisoning in the area. Something to put this in a potentially different light.
