The thing about Star Trek is that the best villians aren't evil. Easily Gul Dukat is #1 in my book. I like Soran a lot too, simply because he was also pretty multi-dimensional. The most dangerous men weren't the ones that went around blindly killing or assimilating people, they were the ones that let their own selfish desires affect the lives of billions of people.
