^^I tried to make the list as complete as possible. I forgot about a few from TNG (Blackwell, Nakamura, Haftel), however. Some of them aren't popular with fans for obvious reasons (Satie, in particularly, who was straight-up nuts), whereas others (Mendez, Nachayev, Ross) have earned fans' respect, as although they may not have always agreed with the actions taken by the primary characters, they were fair in how they dealt with the situations with which they were faced.

Admiral Ross hands down.

He was believable.

The rest try to hard and come across as these grand preachers.

You could actually believe the guy was in his place for a reason.
 
Admiral Alynna Nachayev is my fav, anyone who could make Picard wet himself and stutter is tops.

What I never understood was he was never seen commanding a small fleet of ships--with the Enterprise serving as his flagship--
How would that work with the Enterprise being the only ship in the quadrant?

^What I mean is that Kirk could have been overseeing the military aspects of Project Genesis, with Reliant serving as primary scout ship for the project, Grissom serving as the lead exploratory vessel, and Enterprise filling in the spaces between. The storyline would've needed some tweaking--perhaps Kirk contacts Reliant after speaking with Marcus and gets no answer, prompting Enterprise to investigate.

Nachayev, hands down. Although I'm looking forward to seeing Admiral Chekov in Renegades.
 
Dougherty zero points. It's like Germany at the ESC :D

Not that Dougherty deserved any points (after rewatching Insurrection).
 
Interesting seeing how this poll has panned out. Nechayev and Ross were both very strong recurring characters.

Indeed, with Kirk and Mendez leading the TOS bunch. Kirk is a special case because of his overall importance in Star Trek, but I'm happy to see Mendez has a lot of fans (besides myself), as I've always thought he was the most reasonable of the TOS flag officers--and actually think it would have been neat had Malachi Throne been available to play Mendez in TSFS. Although I thought Roberts Hooks did a nice job as Morrow, Throne's stage presence would have made the conversation in the officer's lounge (when Kirk decides he's going to help Spock no matter what) that much more memorable.
