Family Guy character question

Or maybe American Dad. This question won't go well as I'm not sure how to articulate myself!

But there's a character who makes fun of deliberate irony. Where people make supposedly humours comments, i.e. "she's so thin" and he goes over the top and says "oh it's so funny as she's not actually thin".

Or something like that.

Does anyone know the character I'm on about? I can't get my head around it, and it's annoying me.
 
:lol: I was racking my brain trying to figure it out before clicking on the link and I had no idea who it was.
 
The audio track that they utilize. I read somewhere that they changed it and then noticed that, in several episodes, if someone is speaking off screen you don't hear what they are saying. Fouad is a frequent victim of it especially in the episode "Chick Cancer". Another is when Brian, Stewie, and Jillian move in together in "Movin' Out (Brian's Song)". The entire conversation that Stewie has with Brian where he keeps interrupting Brian and Jillian making out is muted. It honestly sounds like Brian is talking to himself.
 
Or that episode called "Prick Up Your Ears" when the teenagers in the school audience keep saying "I can relate to that!" and "They're our rivals!" during the school assembly. Same voice I think.
