IIRC, they specifically call out that Tuvok translates it by using the Voyager database that the aliens copied.

Edit: I was close. Janeway translates it but it's Tuvok's idea. :)

Janeway "It's definitely some kind of control station. I can bring up information, but I can't understand what it says."
Tuvok "If the Nyrians downloaded Voyager's cultural database, you may be able to tap into the translation algorithm."
Janeway "Oh, much better."

Why would an alien station have the signs in English? Maybe its space Engrish, hence it making zero sense:p

Right at the beginning, in Metamorphisis, that one where Zephram Cochrane was being sexually assaulted by a cloud, they explained that the Universal translator was a telepathic machine.

COCHRANE: What's the theory behind this device?
KIRK: There are certain universal ideas and concepts common to all intelligent life. This device instantaneously compares the frequency of brainwave patterns, selects those ideas and concepts it recognises, and then provides the necessary grammar.
SPOCK: Then it translates its findings into English.
COCHRANE: You mean it speaks?

The UT tricks your brain into not seeing out of sync dubbing when aliens are speaking alien but we are hearing English, and tricks us into seeing all written language, as our preferential written language, which is usually English.
 
Well, arguably they should all just use Kelvin, since it's suitable for everything from absolute zero to blue giant cores, and no confusing minus signs.

And 70° Kelvin is "If I whack you with a baseball bat, you'll shatter" territory.

QUINTO and PINE, staring into your mind: Yes, you all should just use Kelvin.

Kelvin units are still somewhat arbitrary, planck units are the way to go. Never mind they might be slightly inconvenient for everyday use.
I've never heard of the Planck Timeline though. Is that a timeline where Nero blew up the USS Planck instead of the USS Kelvin?
