EV suit helmets

Ok, this has bothered me for ages. What is with the connection between the EV suits and the helmets? Is there like a flexible collar between the rigid ring at the base of the neck and the ring at the rim of the helmet? It always looked like the actors forgot to attach the helmet to the suits right, but I doubt that was the actual case.
 
Seems the lower grey ring is fixed solid to the chest harness thing, and the upper grey ring to the helmet, but the rings aren't supposed to touch, despite appearances. Instead, there's an inner ring to the lower one, and this inner ring is hanging from a soft piece of cloth that is fixed to the interior of the chest harness. The helmet clicks on to the inner ring, and the head can thus be turned with the helmet, rather than within it.

The outer lower ring is what makes this look confusing, as it appears as if the helmet should click on to that and then stay fixed, NASA style. But it's not supposed to work that way. Perhaps the outer ring is just for decoration, perhaps it protects the soft material of the inner setup in practice. Looks reasonably cool - but admittedly also confusing.

The actors wouldn't have secured the helmets themselves. There are costume/wardrobe people who take care of those details before filming starts.

They sometimes got suited up on screen, didn't they?
They may show the character put the helmet on, but then immediately cut to a different camera angle. In between filming those two shots, there are all kinds of film crewpeople seeing to details like that to make sure things look the way they are supposed to.
