when i say minor change, what i mena is good writing, with some mindful attention to the keeping it within a production budget.

For example:

Starship Mine; This episode would have been a whole lot more believeable by spending some money to populate the reception with extras... the average Deep Space Nine episode features enough extras just as a matter of course, but here, they are essential... I can't believe that Riker could formulate the plan with his crew if there are literally ONLY his crew there.
