Last week they said there were 7000 active ships in Starfleet, which puts the 5100 or so that aren't starships into support roles. Saru mentions this episode near the end that the 30 S31 ships intercepting them represents nearly their entire fleet.

When Saru said S31 was surrounding them with thirty ships and that represented almost their entire fleet, I groaned because you just know that means the Section 31 fleet is going to consist of exactly 31 ships.

Well, 31 ships are headed towards them and Saru implies it's several more. Hence my thinking it's nearer 40, so a fleet of 39 ships destroyed...hmm that's familiar too.

The trailer for next week has Number one saying '9 more enemy ships have dropped out of warp' or something to that effect to Pike onm the Enterprise bridge, so it looks like they will have at least 39 ships.
